El Mundial de Barcelona, por AJD (parte IIII): ‘El arbitraje’

 

a falta de comentario sobre las indicaciones técnicas recibidas durante el pasado mundial de BCN 2013 por parte de nuestro compañero convocado , aquí tenemos las sabias observaciones que nuestro compañero AJD hace sobre el mismo desde el punto de vista arbitral en el blog :

Se notó demasiada diferencia del nivel entre los árbitros-top y los que por ser un campeonato mundial fueron convocados por FINA de países sin tradiciones en waterpolo. Como cualquier gran campeonato hubo  instrucciones “frescas” y lo último en la moda del arbitraje fueron las frecuentes expulsiones a los marcadores de boya sin balón. Algunas veces exageradas a mi entender,  rebuscadas, ajenas al espítitu de la ley de la ventaja.

De otro lado,  coger, hundir o tirar hacia  sí es expulsión en cualquier parte del campo y a veces faltaba más rigor de los árbitros a la hora de sancionar este tipo de infracciones en el arco. Por lo mismo los marcadores de boya son sancionados con expulsión, pero no así  los defensores en el arco.  Además los equipos eran conscientes de que los porcentajes de éxito en uno más son por debajo de 50%  gracias a estas contundentes defensas y no se cortaban  en coger y hundir a sus rivales para que no se hagan hueco para chutar.

En definitiva considero que hay que encontrar un equilibrio entre las expulsiones a los marcadores de boya sin balón y la permisividad con los agarrones y el pressing salvaje en el arco.

Nel corso dei Mondiali gli arbitri (anche quelli ritenuti i più validi) hanno commesso errori grossolani che hanno rischiato di falsare sia il torneo maschile sia quello femminile.

Nessun processo, ma riteniamo che aprire un dibattito possa essere non diciamo di utilità (perchè dei nostri – e dei vostri - suggerimenti se ne sono sempre fregati, purtroppo), ma di grande interesse.

PIERO BORELLI (dirigente): “Non scopro la luna dicendo che il livello generale degli arbitraggi ai Mondiali di Barcelona è stato molto basso. Tutti hanno potuto constatare, guardando le partite in televisione, che anche direttori di gara di grande valore ed esperienza hanno commesso errori assolutamente inimmaginabili considerando la loro caratura. Rimedi? Io credo che l’unica via da seguire, anche per garantire agli arbitraggi nelle grandi manifestazioni quell’omogeneità che non c’è, sia quella di organizzare frequenti incontri con la partecipazione degli arbitri internazionali in cui vengano discusse le varie problematiche anche con l’aiuto di filmati”.
(eng) – “the general level of refereeing at the World Championships in Barcelona was very low. Everyone could see, watching the games on television, that even the referees of great value and experience have made mistakes absolutely unimaginable considering their caliber. Remedies? I guess that the only way is to organize frequent meetings with the participation of international referees in which are being discussed various issues with the help of movies”

MARCO PAGANUZZI (allenatore): “Guardando le partite dei Mondiali ho avuto la conferma del fatto che tra gli arbitri non c’è omogeneità di valutazione circa alcune situazioni di gioco, e in particolare il “due metri” e il tiro diretto da oltre cinque metri. Ciò dipende, a mio avviso, dal fatto che i direttori di gara non applicano il regolamento, lo interpretano. Occorre, dunque, che sia fatta chiarezza in merito, altrimenti determinati falli continueranno ad essere valutati diversamente a seconda degli arbitri presenti a bordovasca”.
(eng) – “Looking at the World Cup matches I had the confirmation that there is no uniformity among the referees about some game situations, and in particular the “two meters” and the direct shot for more than five meters. This depends, in my opinion, by the fact that the referees do not apply the regulation, but interpret it. It is therefore necessary that there is clarity about it, otherwise certain fouls will continue to be differently valued according to the referees present at the pool”

STEFANO POSTERIVO (allenatore): “Sono stato a Barcelona nelle ultime giornate del torneo e dal vivo ho avuto conferma dell’impressione che avevo avuto guardando in televisione le precedenti partite: il livello delle direzioni arbitrali è stato molto insufficiente. Ciò, a mio avviso, è stato determinato anche dal fatto che ai Mondiali hanno diretto anche fischietti non di primissima fascia, molti dei quali provenienti da Paesi nei quali la pallanuoto non è particolarmente diffusa. Il rimedio, quindi, è elevare il livello generale degli arbitraggi e lo si può fare soltanto designando per le grandi manifestazioni internazionali due arbitri (e non più uno soltanto) provenienti da Nazioni come l’Italia in cui la pallanuoto si gioca ad un certo livello”.
(eng) – “I was in Barcelona in the last matches of the tournament and I received confirmation of the impression that I had been watching on television the previous games: the level of refereeing was very poor. This, in my opinion, was determined by the fact that in the World Championships has also directed referres not of the highest level, many of whom come from countries where water polo is not particularly widespread. The remedy, therefore, is to raise the general level of refereeing and you can do it only by designating for major international events two referees (rather than only one) from countries such as Italy where water polo is played at a certain level “.

GIANLUCA LEO (giornalista): “Onestamente non so come può essere possibile omologare gli arbitraggi a livello internazionale, così come in campo nazionale. Parliamo di questa situazione da anni ed anni ma alla fine cambia poco ed il prossimo anno, al termine degli europei, ci ritroveremo ancora qui a chiederci come possa essere possibile omologare le direzioni di gara. Personalmente, però, credo che tra i tanti errori visti a Barcellona quello più importante da risolvere è la cosiddetta compensazione. Non necessariamente il direttore di gara deve continuare a sbagliare, assegnando un’espulsione o un rigore inesistente o magari un fallo in attacco, per bilanciare un errore di valutazione fatto in precedenza. Bisogna però che anche giocatori ed allenatori facciano la propria parte: come un’atleta sbaglia una superiorità numerica, anche l’arbitro può sbagliare”.
(eng) – “I honestly do not know how it can be possible to make homogeneous the refereeing at the international level, as well as in the national field. We talk about this situation for years and years but in the end it changes little and the next year, at the end of the European Championshipss, we will meet again here wondering how it could be possible to make homogeneous the refereeing. Personally, however, I believe that among the many errors seen in Barcelona the most important one to be solved is the so-called compensation. Not necessarily the referee must continue to make mistakes, assigning an expulsion or a non-existent penalty or maybe an offensive foul, to balance an error of judgment made earlier. However, players and coaches have to make their part: as an athlete can wrong a numerical superiority, the referee can make mistakes.

EDOARDO OSTI (Spreading Waterpolo): “A parte le varie proposte come quella di Margeta (“Ci vuole una Scuola Internazionale per arbitri”) io penso che si debba eliminare il rumore di fondo, che rende tutti gli arbitri molto vulnerabili: seguono le gare per un intero anno con un metro, poi vanno in campo internazionale di club e ne devono adottare un altro. Come se non bastasse utilizzano lo stesso metro durante le competizioni per nazioni fino alle gare conclusive e lì… zac, una bella commissione tecnica che decide come devono arbitrare 3 o 4 ore dopo. Non è possibile, nemmeno per il più dotato degli arbitri, arbitrare al meglio digerendo un nuovo metro di giudizio e applicarlo in poche ore senza averlo provato a lungo prima. Continuo a sostenere che gli arbitri siano più spesso vittime, non carnefici”.

FABRIZIO NAPOLI (giornalista): “E’ un problema molto difficile da risolvere. Può aiutare sicuramente un continuo confronto tra le parti, ovvero tra arbitri, allenatori e giocatori, ma non si riesce a farlo in Italia, figuriamoci a livello internazionale”.
(eng) – “It’s a very difficult problem to solve. It can definitely help a continuous dialogue between the parties, or between referees, coaches and players, but you can not do it in Italy, let alone on an international level”.

As usual a Technical Water Polo Congress was held again right before the opening the post-Olympic FINA World Championships here in Barcelona, Spain and approved several changes.
Most of the new rules intend to assist in removing static situations and providing more clarity to the correct application of the rules, regarding advantage and wasting-time rules.
All new rules shall be applied in the new season on FINA and LEN level.

Some of the new rules might change the style of playing.

Now an exclusion is already to be called for a player for holding with two hands or use two hands on an opponent anywhere in the field of play, other rules are making impeding more difficult. In case of a free-throw now the defending player shall move away from the player taking the free-throw before raising an arm to block a pass or shot.

The waste of time by the attacking team is to be punished from now on; right at the moment teams can only lose the ball by the 30-second-rule.

Other changes are concerning the setting of the matches. In the case of simultaneous exclusions of players of opposing teams the shot-clock will not be reset any more.

Furthermore there will now be one time-out per period for each team instead of the former two ones during the entire match which can make a game last longer, but extra-times will now be abolished to be replaced by an immediate penalty shootout in case of demand.

Finally each team must have a maximum of 11 field players and two goalkeepers so now that #13 playerwill be a second goalkeeper in any case. 

Only one TPWC proposal was declined which intended to call a penalty foul when an attacking player is fouled in the 5 meter area, whether or not the attacking player is holding the ball. Quite a number of proposals of rules were also handed in by the French and Brazilian Federation as well, but all of them were finally declined. One of them was playing men’s matches on a 25 meter pitch which would have made waterpolo closer to Basketball; a pretty small pitch. Another idea was to prohibit the rising of hands in case of free-throws which would have made scoring of instant free-throw much easier.

09/07/2013 - Aunque sin desvelar demasiados detalles, Barcelona ha acogido esta mañana la presentación de la ceremonia inaugural de los 15os Campeonatos Mundiales de Natación. Hansel Cereza, director artístico del evento, ha prometido en el Ayuntamiento "el espectáculo más emotivo desde los Juegos Olímpicos de 1992".
Sigue la cuenta atrás para Barcelona 2013. A escasos días de inaugurar la gran piscina del Sant Jordi, que tendrá lugar este domingo en el marco del acto solidario Mulla´t per l´Esclerosi Múltiple, RPM Racing, empresa encargada de la ceremonia de inauguración, sigue trabajando en este gran acontecimiento. Tendrá lugar en ese mismo recinto, y aunque no se conocen los detalles concretos, en la presentación de esta mañana sí se han desvelado algunas líneas maestras.
El director artístico de la ceremonia, Hansel Cereza, ha revelado que tendrá un hilo argumental protagonizado por un niño que hará realidad su sueño y donde, además, intervendrán sus personajes imaginarios. Cereza quiere enviar el mensaje de que "el agua es esencial para nuestro planeta y sin ella no habría vida". Para ello iniciará el acto con un discurso pesimista y crítico con el planeta que irá evolucionando hacia una visión más positiva.
La ceremonia tendrá tres protagonistas: el submarinista Eduard Ametlla, un niño que intervendrá en un entorno seco y otro niño que será protagonista en el agua. La escenografía completa tendrá una duración aproximada de una hora y estará acompañada con música en directo a cargo de la l’Orquestra Simfònica de Barcelona i Catalunya, compuesta por Salvador Niebla.
La ceremonia comenzará a las 21:45 h del día 19 de julio en el Palau Sant Jordi. Los juramentos de los participantes los harán Erika Villaécija en nombre de los nadadores y Sergi Borrell en representación de los jueces.

The draw for the group stage of the Barcelona 2013 men’s and women’s water polo tournaments took place today at Studio 6 of RTVE in Sant Cugat. Sixteen teams in each gender have qualified for the finals next summer in the Catalan capital. The preliminary round features top clashes in the men’s competition while host nation Spain faces tough opponents in Group A of the women’s tournament.
Broadcasted live on specialty channel Teledeporte, FINA’s Technical Water Polo Committee Chairman, Gianni Lonzi, led the draw ceremony and was accompanied by the president of the International Swimming Federation, Dr. Julio C. Maglione, and the co-president of the Barcelona 2013 Organizing Committee, Fernando Carpena, who is also the president of the Royal Spanish Swimming Federation.

Former Spanish water polo greats Anna Pardo and Pedro García assisted the draw of the men’s tournament, setting up some mouth-watering encounters in the first stage of the big international event. While host nation Spain will face top seeds Montenegro as well as Greece and New Zealand in Group A, fans will see an exciting match between water polo powerhouses Serbia and Hungary in Group C.
Spain’s synchro star Ona Carbonell and water polo legend Jordi Sans drew Spain’s women into a tough Group A with Russia, Netherlands and Uzbekistan. Current Olympic champion USA will take on rivals Greece, Canada and Great Britain in Group C.

While many coaches of the top international squads attended the draw ceremony, Spain’s head coach of the women’s team, Miki Oca, said that “it is very important to play a good first round to move forward in the competition.” Rafael Aguilar, who leads Spain’s men to the World Championships, commented that the teams in Group A are equally strong.

The entire seedings for the draw of the Barcelona 2013 water polo tournaments can be seen below:

Women’s tournament:

Group A: Spain, Russia, Netherlands and Uzbekistan
Group B: Australia, China, New Zealand and South Africa
Group C: USA, Canada, Greece and Great Britain
Group D: Hungary, Italy, Brazil and Kazakhstan

Men’s tournament:

Group A: Montenegro, Spain, Greece and New Zealand
Group B: Croatia, Canada, USA and South Africa
Group C: Serbia, Hungary, Australia and China
Group D: Italy, Germany, Romania and Kazakhstan

The four teams from each group play against each other in a cross-group format in the round of the last sixteen. The top team from each group plays the last team from a different group while the second seeded team faces the third seeded squad. Group A crosses with Group B and Group C crosses with Group D. The round of the last sixteen starts on 27 July with the women’s competition and on 28 July with the men’s competition. The tournaments will be held in the Bernat Picornell Pool on Montjuic Mountain.

The Barcelona 2013 Organizing Committee has announced that Event Passes for the 15^th FINA World Championships will go on sale tomorrow, Monday. To date, fans could only purchase individual for the major sporting event. Also, fans will be able to purchase tickets for the water polo finals, to be held at the Palau Sant Jordi. The women’s final will take place on 2 August and the men’s final only one day later, on 3 August.

24/02/2013 - España, actual subcampeona olímpica, se enfrentará en la primera fase del Mundial de BCN2013 en Waterpolo femenino con Rusia —bronce mundial en Shanghai—, Holanda —campeona olímpica en Pekín—, y a la casi desconocida Uzbekistan. Para Miki Oca, seleccionador femenino, "nuestro grupo es bastante duro pero tenemos que hacer una buena primera fase pensando en los cruces". España empezará el torneo frente a las holandesas.

24/02/2013 - España frente a en el Grupo A frente a las selecciones de Montenegro, Grecia y Nueva Zelanda en la primera fase del Waterpolo Masculino de los 15th Ctos. de Mundo Barcelona 2013. España debutará ante Nueva Zelanda en un grupo donde parte como cabeza de serie Montenegro, cuarto en los Juegos de Londres 2012. Según Rafa Aguilar, director técnico y seleccionador español, "es un grupo muy igualado como todos en la primera fase y hay que intentar estar lo más arriba posible".

Rusia, Holanda y Uzbekistán serán los rivales de la selección española femenina de waterpolo en los 15os FINA Campeonatos del Mundo de Natación Barcelona 2013. La subcampeona olímpica debutará ante Holanda, selección que no participó en Londres 2012 pero fue cuatro años antes la campeona en los Juegos Olímpicos de Pekín. España es la cabeza de serie del grupo A.

El sorteo celebrado este mediodía en los estudios de RTVE Catalunya en Sant Cugat ha sido conducido por Gianni Lonzi, responsable del área de waterpolo de la Federación Internacional de Natación (FINA) y ha contado con la presencia destacada del doctor Julio C. Maglione, presidente de la FINA y de Fernando Carpena, co-presidente del Comité Organizador Barcelona 2013.
La selección masculina también ha conocido hoy los rivales con los que se medirá en la primera fase del torneo de Barcelona 2013. Le han tocado en suerte los equipos de Montenegro, Grecia y Nueva Zelanda, integrantes del grupo A. Para ayudar en el sorteo se ha contado con la presencia de Anna Pardo y Pedro García, que han extraído las bolas del torneo masculino, y de Ona Carbonell y Jordi Sans, que han colaborado en el mismo cometido en el femenino.

Tanto Miki Oca como Rafael Aguilar, los seleccionadores españoles, se han mostrado satisfechos con el resultado del sorteo, pero ambos se han mostrado muy prudentes. Oca ha explicado que es “muy importante hacer una primera fase buena para ir avanzando después en la competición” y ha dicho que todos los grupos le han parecido igual de duros. Aguilar, por su parte, se ha referido a que el “el grupo de España va a ser muy igualado”.

El resultado del sorteo ha sido el siguiente:

Torneo femenino:

 Grupo A: España, Rusia, Holanda y Uzbekistán
Grupo B: Australia, China, Nueva Zelanda y Sudáfrica
Grupo C: Estados Unidos, Canadá, Grecia y Brasil
Grupo D: Hungría, Italia, Brasil y Kazajistán

Torneo masculino:

 Grupo A: Montenegro, España, Grecia y Nueva Zelanda
Grupo B: Croacia, Canadá, Estados Unidos y Sudáfrica

 Los 16 equipos de cada sorteo se clasificarán para los octavos de final emparejándose en cruces entre los primeros y cuartos de cada grupo y los segundos con los terceros. Toda la competición e desarrollará en la piscina Bernat Picornell.
El Comité Organizador de Barcelona 2013 ha anunciado que a partir de mañana lunes se pondrán a la venta los abonos para asistir a los Campeonatos (hasta la fecha sólo se podían adquirir entradas individuales) y las entradas para las finales de waterpolo, que se disputarán en el Palau Sant Jordi. La femenina tendrá lugar el día 2 de agosto y la masculina, un día después.
